Abstract
Inner city suburbs throughout North American cities are currently being pressured by the constantly increasing demands for expansion of the Central Business Districts. There is a growing desire by residents of these communities to retain what are essentially vital, rehabilitating, socially satisfying neighbourhoods. The objective of this Masters Degree Project was to test the hypothesis that citizens can be motivated, organized and educated to establish goals and objectives, to identify and design solutions to problems and set guidelines for the conservation and future development of such connnunities. A thirteen month study was conducted in the Rideau-Roxboro community of Calgary, Alberta, 1976/77. An overall "continuous" planning process model was designed as were processes and techniques for the animation and education of the community and a two-way connnunications system to allow for an on-going feedback component. The community was studied in detail and its objectives and concerns identified and analysed. A community plan, articulated in a Policy Report, reviewed the existing conditions and made policy recommendations for the foreseeable future. Three development proposals about to impact upon the community were analysed. Alternative solutions were formulated and specific criteria generated for evaluation of the alternatives. An adaptation of the Delphi forecasting technique proved superior to traditional rating and scaling devices as a means to include citizen input in the evaluation process. The role and responsibilities of the connnunity planner were identified and an assessment made of the effectiveness of the Rideau-Roxboro planning exercise in advancing the cause of citizen participation in community decision-making.
