Abstract
This Master's Degree Project develops a conceptual framework for the planning process in inner city neighborhoods, and illustrates its application through a case study of Victoria Park, a Calgary inner city neighborhood. The conceptual framework focuses on the basic components of the rational planning process. In recognition of the particular needs of each community, it is intended as a guide to action, not as a model to be imitated in every case. In order to develop a planning process particularly suited to inner city neighborhoods, the theoretical dimensions of the inner city and the concept of neighborhood are examined. Various theories of the planning process are also considered. The conceptual framework is described and its basic components are discussed. The framework is then applied to Victoria Park, a Calgary inner city neighborhood. For the purposes of the case study, the writer assumes the role of public planner working with Victoria Park residents to prepare an Area Redevelopment Plan for their community. While citizen participation is not actively employed in the case study, the community animation process that would have been used is described. The neighborhood and its residents are then analyzed in order to develop an understanding of the neighborhood's problems and positives. On the basis of this analysis, planning objectives are determined, and are used to generate alternatives. These are then evaluated in terms of their impact on sectoral objectives, and planning concerns and constraints. A preferred alternative is selected, and reasons given for its choice.
