dc.description.abstractA recently annexed block of prime agricultural land and ecologically significant natural areas in Edmonton, Alberta, Canada provides an ideal case study to illustrate the application of the Business Revitalization Zone (BRZ) concept to 'greenfield' development in the urban-rural fringe. Based on the current land use issues in northeast Edmonton, five objectives for the creation of an implementation tool to guide an alternative to conventional suburban development were established. A literature review provided precedents and other urban-rural fringe innovations to inform an alternative development vision. A tool to implement the vision was developed by integrating a BRZ with a preferential tax treatment program, permanent agricultural zoning, and transfer of development rights program to create an Agricultural Business Development Zone. Finally, a roadmap for how the implementation tool will guide alternative development was created.
