Abstract
The use of partnerships to provide affordable rental housing within the Province of Alberta has gained increased momentum due to the Affordable Housing Partnership Initiative (AHPI) grant program. The purpose of this Master's Degree Project is twofold: to examine the public-private partnership as a model for building affordable housing in smaller communities in Southern Alberta and to provide recommendations for a better partnership framework in the City of Airdrie. The MDP document analyses the affordable rental housing market challenges in Airdrie. It documents the efforts of the City of Airdrie, volunteers, and various non-profit agencies working to address affordable housing needs in the community. The document gives an overview of the partnerships and their evolution in addressing affordable rental housing needs, as well as their advantages and disadvantages. A multi-faceted research strategy is utilised to explore public-private partnerships in two smaller municipalities within the AHPI program. A series of key informant interviews were conducted with representatives from the municipalities, non-profits, private companies, and professionals involved in the field of affordable housing. The final result of the research is a set of recommendations to ensure that the public-private partnership model that is used within the AHPI program and the City of Airdrie can be implemented successfully to generate affordable rental housing.
