Abstract
At the urban scale, creativity is a function of diverse cultural resources, and the creative ethos of urban managers, industries, and residents. This MDP applies the Creative City approach in a conceptual and practical manner utilizing Winnipeg's Exchange District as a case study. As a National Historic Site, the Exchange District is characterized by historic architecture, diverse land uses, cultural organizations, and creative industries. This creative milieu has largely evolved organically. However, recent development pressure has necessitated the need for a planning response that is sympathetic to the area's historical significance and creative character. The Cycle of Urban Creativity served as an analytic tool to evaluate strengths, weaknesses, opportunities, and threats of the Exchange District's current institutions and policy environment relative to fostering creativity. Based on this analysis, recommendations have been provided that address identified weaknesses in the current planning framework, and the capacity of Winnipeg's policy institutions to generate, cultivate, and market creative ideas and projects.
