Abstract
This project proposes utilizing Oregon’s initiative process to introduce new alternative fuel legislation. The project includes the full text of a new bill that could be proposed to establish a “hydrogen highway” in Oregon. The bill also establishes a new regulatory body, the “Oregon Hydrogen Infrastructure Board.” The proposed board would consist of members from diverse backgrounds, would be responsible for overseeing the construction of Oregon’s new hydrogen fueling stations, and would form private partnerships to encourage the adoption of hydrogen as a transportation fuel. This document aims to show why hydrogen is a preferred fuel to replace oil, and demonstrates why Oregon is strategically positioned to transition to a hydrogen based transportation system. This project evaluates the merits and feasibility of a hydrogen economy. Furthermore, it examines existing west coast hydrogen development, and it advises the Oregon Hydrogen Infrastructure Board on how to implement and execute the enacted legislation.
