Abstract
The New York State Legislature has passed the first reading of a proposed constitutional amendment which would delete the constitutional prohibitions against gambling, provided that the new gambling activities are carried out by the State government or a Public Benefit Corporation. The Legislature directed that the State Gambling Commission produce a study for the use of the Legislature in its consideration of the second reading of this proposed constitutional amendment. This report was prepared to assist the New York State Gambling Commission in carrying out its responsiblity to the State Legislature.
