To 'Canadianize' Defence: Inefficiencies In Canadian Defence Procurement

Abstract

After years of delays, the Canadian Armed Forces are set to replace the air force's Cold War era jet fighter and their Second World War sidearms. Canadian defence procurement is not a stranger to such inefficiencies. Throughout the nation's history, Canada has struggled to provide its military equipment in a timely manner. A significant factor behind these inefficiencies has been Canada's desire to use military procurement as a means to benefit the Canadian economy. As a smaller economy, Canada does not have the opportunity to develop homegrown designs often. As a result, Canada has negotiated the production of foreign designs locally or for international firms to distribute their product through Canadian suppliers. Through this process, Canadian contracts have required that Canadian industry also benefit from procurement. While this is not unreasonable, the requirement has delayed procurement projects.
