dc.description.abstractThe Manitoba Gaming Control Commission was asked by the Provincial Government to consider the issue of municipal video lottery terminal (VLT) plebiscites as recommended by the Lottery Policy Review Working Group. It is clear that plebiscites, by their nature, are not binding on either provincial or municipal governments. However, it is also clear that citizens and elected officials may initiate plebiscites to measure public opinion on a particular issue, including VLTs. Based on its review, the MGCC recommends that a defined and orderly process must be established and followed by citizens and municipalities wishing to pursue a VLT plebiscite.en
