Abstract

Mexico has great wind energy potential however barriers have not allowed the country to take advantage of this potential. This work clarifies some of the main issues involved in the situation. The identification of stakeholders, and the relationships among them is part of this work. The five forces Porter’s model is applied. Added to the original five forces, is the role of the government in the process. In addition, there is an analysis of barriers and their corresponding driving forces. This work proposes a series of environmental tools that can be applied in order to implement wind energy projects in Mexico. Also, this work offers an approach based on the experiences of Spain, Germany and India. Lastly, this paper reviews some issues to consider in a traditional versus ecocentric and energy paradigm that should be taken into account in the analysis of such projects. Conclusions are presented and the main recommendation is that Mexico creates a government entity in order to accelerate the development of wind energy in the energy sector.
