This report has several objectives: 1. To understand the scope of sexual violence both internationally, nationally and locally, as well as the factors that both prevent and contribute to sexual violence; 2. To identify theories and paradigms that are currently being used to understand sexual violence, as well as approaches and models used to develop sexual violence primary prevention strategies in other jurisdictions; and 3.
