Based in Whitehorse Elementary School, formal WCP operations began in May 2001 when funding from the RCMP National Youth Strategy allowed for the hiring of a Community Coordinator. According to an evaluation report completed following the first three years of operation (Zapf, 2004), the WCP Ahas shown that it can deliver a range of programs, services, and coordination in response to community needs consistent with the larger social development goals for the disadvantaged downtown Whitehorse population.
