Abstract
The Clinton presidency was the first in 50 years to not have the spectre of the USSR and the Cold War to shape its grand strategic direction. Rather than realpolitik and adversarial relationships, the US would foster a more cooperative world where American power would be used to serve international goals. Contrary to these early expectations, the Clinton administration followed a different path, one that is best described as primacy. This paper seeks to understand why the Clinton administration chose to pursue a grand strategy of primacy following the end of the Cold War. The findings of this paper will challenge the notion that the US simply reverted to this strategy or that it was a response to international pressures. By doing so we will gain greater understanding into how the United States could have pursued such a unique strategic path.
