Abstract
The government requested that the Department of Finance review the video lottery program to determine if changes to the Lotteries Act and regulations were required. This report recommends changes to the Lotteries Act and its regulations as they pertain to the video lottery program. Topics covered are what is gambling; the New Brunswick experience; provincial comparisons; Baseline Market survey/Volberg Study; recommendations; and problem gambling.
