AbstractThis report reviews the roles and activities of private operators in lotteries in the Province of Manitoba. The inquiry was to relate to their financial dealings respecting lottery activities, contractual arrangements between them and licenced charitable organizations, breaches of the Criminal Code of Canada and the Regulations under the Lotteries and Gambling Act and matters incidental to the foregoing.
