On December 6, 2010, the Province of Manitoba announced that it would be introducing Bill 13: The Preparing Students for Success Act, “aimed at better preparing students to succeed in school and beyond” (“Minister introduces,” 2010, para. 1). This bill amended The Public Schools Act with the purpose of raising the compulsory school age from 16 to 18 in Manitoba. The accompanying Learning to Age 18 Regulation was also established to provide superintendents with opportunities to provide alternative programming for students who want to remain in school, but choose to pursue an alternative curriculum. The Act came into force on September 6, 2011. Manitoba is the third province in Canada, following New Brunswick and Ontario that increased the compulsory school leaving age to 18 in response to students leaving school before completing their high school education. The Preparing Students for Success Act 2011 “would require school boards to establish policies and procedures to support students in remaining engaged in school or in activities and programs which provide educational benefits” (“Minister introduces,” 2010, para. 3). The purpose of this study was to investigate how educators and administrators in three Manitoba schools interpreted and implemented this legislation’s mandate. This qualitative inquiry provides an analysis of this legislation from a single case, multi-site study. In addition, the analytical basis of grounded theory methodology supported this research inquiry by offering recommendations and conclusions from the findings of my research.en_US
