Abstract
This report examines the key issues and events
of the VLT debate and, more importantly, the
groundbreaking grassroots campaign that took
place in Calgary. Specifically, the report will
address: (1) the history of the VLT debate in
Alberta; (2) petitions and votes in Alberta; (3)
Calgary’s petition campaign; and (4) who and
what influenced the outcome.
