Abstract
This project involved an international literature review of PLA models, reports and discussion papers. The literature review was conducted using both academic databases and online search engines, resulting in a combination of academic (published) and gray (informally published) material. Country-specific keywords used included: public legal assistance; legal aid; legal aid programs; and international legal aid. Discussion papers, reports and program evaluations were reviewed from organizations including the Canadian Bar Association, the American Bar Association, Lawyers’ Rights Watch Canada, the United Nations, the Legal Services Corporation in the United States, National Legal Aid, and the Office of Evaluation and Audit Australia. 1.3 Organization of the Report Chapter 2 of the report represents a brief overview of PLA development and services that are typically covered under legal aid schemes. Chapter 3 presents a review of PLA models in Canada, Australia, New Zealand and the United States, and Chapter 4 presents conclusions from the findings and recommendations for the Alberta PLA model.
