dc.description.abstractThis study describes and analyzes the organization, production and administration of festivals and special events, and the relationship of these activities to Calgary's municipal corporation. A strategic approach is taken to explore the future. Historical roots of festivals and events are traced, leading to contemporary perceptions of the role of festivals and events. A typology is adapted to reflect the involvement of different types of organizations in the production of festivals and events. Festivals are perceived to serve several purposes for the municipal organization. These include recreation, improvement of urban environments, quality of life, cultural and community development. Festivals also contribute towards marketing and promotion of the city as an investment and tourism product. The scope of involvement of various organizations in the production of festivals and events in Calgary is described. A Situational Analysis derived from strategic planning theory is applied to the Calgary case. Key aspects of the Internal Analysis are derived through an examination of the organizational capacities of the Calgary municipal organization. The External Analysis examines social, quality of life and economic trends. Situational analysis is applied to festival and event production and implementation by Calgary's municipal organization. Recommendations to the municipal organization are presented in two scenarios. One scenario logic internalizes leadership for festivals and events within a mission-driven municipal organization which acts as a tourism entrepreneur. The second scenario presumes the creation of a special authority as a city independent festival impresario. Conclusions are drawn as to the suitability of the strategic analysis approach and possible topics for festivals research.
