dc.description.abstractThis report presents a historical background as to the events that preceded the passage of the Indian Gaming Regulatory Act (IGRA) and the negotiation of the compacts in the State of Michigan. The report explains the major provisions of Michigan's compacts with the Indian tribes and how the State is able to tax gaming revenues even though the IGRA prohibits it.en
