Although the controversy over legalizing gambling often centers on issues of morality, the goal of this study was not to explore whether or not people should gamble. The morality of gambling is indeed worthy of serious debate. But our primary concern was to assess the economic, social and legal consequences that occur when governments try to use gambling as a way to improve their economies, our research is intended to help give communities and policy makers a more informed and objective basis for making their decisions.eng
